In short, it is technically possible to block/accept individual cookies with custom code but there is no technical solution that can be wrapped up in a single WordPress plugin that will work on every website: it would always require custom code. Even that custom code would need to be updated with every change or plugin/theme/wordpress core update to your site. There is no such thing as a 'cookie category' though, they don't work like that.

Instead, I recommend conducting a manual or automated cookie audit and there are tools out there to do so, or you can follow the guide I wrote on my own site. I have no plans to build that kind of tool any time soon as there are already tools out there that do it well enough. I also recommend using 'implied consent' rather than blocking access to your website until a user clicks 'accept all'. Ultimately it's up to you to decide what you want to do and if you feel you need legal advice then always speak to a lawyer.
