netgrrl2 on "[Plugin: WordPress HTTPS (SSL)] Settings for whole site SSL"

Hi,
If I want SSL for my entire web site, what options do I tick?

Is there a way to force my theme to only use https or //?

It is calling all the javascripts and css via http even though I have set the https home url in wp-config.php
