The trick to working with such characters is that everything has to use the "utf-8" character encoding. The plugin and database are already set up to use this encoding...in fact, you can check the database itself (using PHPMyAdmin or something like that) to see that the characters are properly stored.
Now, it's a matter of making sure your spreadsheet is using "utf-8" when the CSV is imported.
