You can make featured listings cost $0 (but doing so, in my experience, means that everyone wants and signs up for a featured listing, defeating the point--unless you are controlling it)
The second item we are working on and have planned for a release very, very soon. We're completing testing, allowing featured listings to have special features that regular listings do not. Stay tuned for that.
