surflook on "[Plugin: Snow Report] Doesnt work on site. Needs module or extension?"

I have the same trouble as Stridesnshapes in the closed thread above.
My host asks this question:

Does the plugin need any specific modules installed the server? If so, please provide the exact module or php extension so we can enable it.
