Both installs are not saving to the database?
I wonder if the prefix is unrelated and there is some sort of permission problem inserting into the DB.
Do you have an error log file?
If not, at the top of your install, in the php.ini file, add a line like:
error_log=/path/to/a/file.txt
Then try a submission and see if anything is written to the log file.
